In 2014, Football Federation Australia implemented its National Club Identity Policy (NCIP). The policy was developed after the Member Federations and FFA identified a need for a national policy in regard to club names and identities, with the aim to provide consistency and certainty across all jurisdictions.
"The intent of the [NCIP] is to ensure the game remains inclusive and accessible, not just in the way we organise ourselves, but in how we engage with the community," said FFA chief executive David Gallop.
The NCIP has been widely criticised by former National Soccer League clubs as nothing more than an attempt to eliminate ethnic, national, political, religious and racial links to all clubs' names and emblems - directly contradicting Gallop's pledge to engagement and community.
Since the launch of the FFA Cup, where State-based clubs compete with A-League clubs for the national Cup title, FFA has had to review the NCIP.
"Over the past four years the football landscape has changed and with the establishment of the FFA Cup, there has been some debate arising from the application of the NCIP at competition level, and around its general effectiveness," said Gallop.
"We are consulting directly with key stakeholder groups including the Member Federations, A-League and W-League clubs, Professional Footballers Australia and the Association of Australian Football Clubs."
A fan forum and survey were conducted. However, fans are still waiting for FFA to erase the NCIP. This design sends a statement to the governing body to re-consider its position on what constitutes identity in Australian football.
