A new era in Australian women's football began in 1998. The Australian Institute of Sport, based in Canberra, announced scholarships for 20 players to commence on 1 July. The full-time residential program was to provide important training in the lead-up to the 1999 FIFA Women's World Cup.

National coach Greg Brown said, "This is the biggest thing ever done for the national team and it is vital that we get the right players into the program." Brown announced a further seven players along with a 26-member train-on squad. He was determined to select the best available.

This design signifies a moment in Australian women's football, where for the first time, the AIS invested in identifying and nurturing homegrown talent.
